MN Regional CGA Charter


Our communities, homeowners, and excavators throughout Minnesota can be at risk due to underground damages.   The Minnesota Regional Common Ground Alliance committee was formed as a diverse group of stakeholders dedicated to the common goal of ensuring the safety of those who work or live in the vicinity of underground facilities.

To reduce underground damages through a shared partnership of cooperation by creating, using and promoting Damage Prevention Best Practices.

Mission Statement

The Minnesota Regional Common Ground Alliance is a member-driven association dedicated to ensuring public safety, and the integrity of services by promoting effective damage prevention practices.    In promoting a spirit of shared responsibility, the Minnesota Regional CGA welcomes all stakeholders who would like to be a part of the identification and promotion of best practices that lead to a reduction in all damages.

Member Selection

Membership in the CGA is open to all stakeholders with a genuine interest in reducing damages to the underground infrastructure.   All stakeholder groups are represented by a Director on the CGA Board of Directors.

Officer Rotation (Guidelines)

  • Officers will serve a 2 year term and will be comprised of a: Chair Person, Vice Chair Person, and a Secretary.  After a person is nominated and seconded all members will vote for each nomination.
  • Officer roles may be modified to ensure balanced representation inclusive of the various stakeholder interests.  Every effort will be made to make sure every stakeholder will be represented.

Member Training

  • New members will receive a copy of the Charter
  • New members will be assigned a mentor

Officer Responsibilities

Chairperson Role  

  • Lead meetings  
  • Set the agenda for meetings  
  • Encourage member participation  
  • Serve as moderator for disagreements between members / membership  
  • Responsible for special meeting topics  
  • Responsible for representation on special concerns with regulatory agencies or other professional groups

Assistant Chairperson Role  

  • Assume duties of chair in the chairperson’s absence  
  • Assist chairperson with all responsibilities listed under chairperson’s role  
  • Leads special projects as identified by the MN Regional CGA  
  • Participate as a member

Secretary Role  

  • Generating minutes from committee meetings and distribute  
  • Follow up on action items identified in meetings  
  • Monitors communication systems for availability / member access  
  • Participate as member

Member Role  

  • Positively represent the MN Regional CGA  
  • Actively participate and contribute ideas (in and out of committee meetings) 
  • Encouraged to support at least one MN Regional CGA activity annually  
  • Share the CGA message with the excavation community at large  
  • Mentor and coach new members

MN Regional CGA will review charter annually and any changes will be voted on by the members.
